Payne suspected of having fled arrest for a second time
MP says man has 17 DHS convictions

PLATTSMOUTH – Cass County Sheriff’s Deputies and state soldiers arrested a Papillion man after a high-speed chase on December 15.
Court records indicate that Shay Payne Jr., 39, dodged stop sticks near Platte River State Park and drove his Nissan Pathfinder at high speed through Sarpy County, where he was pulled over by state soldiers.
Payne was wanted on an Otoe County warrant after he failed to appear for sentencing in February 2002.
He had been convicted of driving a motor vehicle to avoid being stopped after fleeing a stop on the road at 75 to 124 mph.
Court records show Payne had active arrest warrants outside of Texas and Kansas and has 17 suspended driving convictions since March 2020.
In another Cass County case, a lawmaker told the court he was running radar in Alvo and triggered a traffic check of a For pickup.
The pickup has traveled at speeds of up to 75 mph on dirt roads. The driver was taken into custody after a short foot chase.
David McKay, 36, is accused of driving a motor vehicle to avoid being arrested on December 4.
